Community input has shaped a series of unique growth scenarios that let us model what Juneau could look like in the future. Why do we need to plan for growth?
Juneau's Comprehensive Plan — the Comp Plan, for short — is the City and Borough of Juneau's big-picture guide for how Juneau grows and changes over the next 20 years. Juneau's Comp Plan was created in 1965 and was last updated in 2013.
The Comp Plan covers important topics like housing, transportation, parks, natural resources, hazards, and public services. It becomes the reference point behind future decisions, from zoning changes to capital projects.
We're halfway through this 3 year, multiphase project (), where we are working together to create a streamlined and community-driven Comprehensive Plan that captures our vision, sets clear goals, and outlines actions to build a resilient and vibrant future for Juneau.
Rather than starting from a single prediction of the future, the project uses scenario planning: testing a handful of different ways Juneau could grow and engaging the community about a preferred direction for the future.
Over the 20 years, Juneau will change. Scenario planning lets us explore different ways to shape that change to help us be the Juneau we want to be. The first step is to understand what changes we need to plan for, and housing quickly emerges as a major factor. These are some of the significant trends impacting Juneau's future.
Businesses can't find workers because those workers can't find a place to live
That includes the people who keep vital services running. Employers across the city say housing, not pay, is the number one barrier to hiring.
The housing gap needs to be cared for, whether Juneau grows or not
The growth scenarios you will review are different ways to focus new housing investment so Juneau can hold onto its workforce, families, and vital services — whether the population grows, holds steady, or keeps shrinking.
What have we done so far?
Phase 1: Listening and Learning, wrapped up in Summer 2025 and focused on gathering community input through listening sessions, surveys, focus groups, and Advisory Committee meetings.
Since Fall 2025, Phase 2: Imagining Possibilities has built on that input through a series of "Juneau Futures" workshops that directly inform the scenarios presented in this online workshop.
Alongside this engagement, the project team has also been talking to local experts and analyzing Juneau's existing conditions and trends, from housing and demographics to the economy and climate, to ground the plan in local data. That research, paired with technical scenario modeling, translated community input into the concrete land-use and growth scenarios you'll see in this online workshop.

What Could Juneau Look Like in the Future?
Scenario planning lets us explore different futures for Juneau’s growth
The scenario planning process lets us imagine a few different paths for what Juneau could look like in the future. Each scenario makes different choices about what gets built, where it gets built, and how that shapes everyday life here. We can then compare the scenarios side by side — looking at things like housing types, growth patterns, the local economy, how people get around, and the cost of infrastructure like roads and utilities — to help us figure out the future we want to work toward.
Juneau will keep changing between now and 2045 — this process helps us plan for it.
These scenarios started with a clear picture of current development trends and the areas planned for future growth, then added in what Juneau residents told us they want. That input came from a series of community workshops and an online survey, where people shared where they’d want to see investment and what ideas would help build the Juneau they’re hoping for. The themes that came out of that input are reflected in the scenarios you’ll see here.
